A young female prison officer who engaged in an inappropriate relationship with an inmate has been spared a jail term. Megan Breen initiated the illicit affair with a prisoner while working at HMP Usk and HMP Prescoed in Gwent, South Wales. Initially denying the relationship, the 23-year-old later confessed to the wrongdoing.
The misconduct involved Breen having sexual relations with a convicted drug dealer in a hotel room after traveling a considerable distance to meet him during his home release. She also interacted extensively with the inmate’s family and exchanged numerous messages with him while he was incarcerated.
At the Cardiff Crown Court, Breen received a 10-month suspended prison sentence for 18 months. Prosecution revealed that Breen’s confession came to light when she disclosed the affair to a colleague, showing a picture of the male prisoner on a computer screen. Subsequent investigations uncovered a handwritten note in the inmate’s cell containing Breen’s contact details.
The court learned that Breen made multiple trips to Liverpool to meet the inmate after his release on license. Phone records indicated frequent communication between them, with expressions of affection and endearment evident in their messages.
In her defense, Breen’s lawyer highlighted her status as a single mother with a young child and another on the way. The judge acknowledged Breen’s awareness of her actions’ wrongfulness but considered the impact on her children in suspending the sentence due to exceptional circumstances.
HMP Usk, a Category C prison with 280 inmates, is managed alongside HMP Prescoed, an open prison three miles away. Recent data from the Ministry of Justice shows an increase in misconduct cases among prison staff, with Breen’s case being one of several involving inappropriate relationships within the correctional system.
