Conservative and Bloc Members of Parliament are advocating for an urgent meeting of the House of Commons public safety committee to investigate espionage accusations against a former Canadian intern arrested in Belgium on suspicion of espionage. Conservative MP Frank Caputo expressed serious concerns about the allegations, questioning the effectiveness of Canada’s national security screening procedures.

The intern in question, Biwei Zhang, worked at NATO’s Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium. While Belgian authorities did not disclose her identity, a CBC News investigation identified her as Zhang, a systems engineer with an economics background. Zhang’s online profile indicates previous employment with the Canadian Space Agency and Statistics Canada.

Reports from security sources in Europe, including Reuters, suggest that Zhang displayed suspicious behavior that raised red flags with NATO’s internal security services. Allegedly, she showed excessive curiosity about her colleagues, ventured into unauthorized areas, and accessed files beyond her role in SHAPE’s IT Department.

Zhang is currently detained in Belgium, with the allegations against her yet to be proven in court. The public safety committee, as per Caputo’s statement, aims to investigate how Zhang secured the internship at NATO, the extent of security screening conducted before granting her access, any concerns raised by Canadian or allied authorities, and the adequacy of monitoring.

Public Safety Minister Gary Anandasangaree has pledged to scrutinize Canada’s security screening processes and ensure accountability. The incident has sparked apprehensions about the efficacy of these processes, prompting a commitment to prevent such occurrences in the future. Prime Minister Mark Carney has indicated that Canadian security officials were not caught off guard by Zhang’s arrest.
