Bell Software Flaw Causes 911 Outage in Canada

Must Read

A recent 911 service disruption lasting approximately 87 minutes in various Canadian provinces was caused by an undisclosed software flaw within Bell’s system, as per a report issued by the company. The incident, affecting Manitoba, Ontario, Quebec, New Brunswick, Nova Scotia, and Prince Edward Island, occurred at 3:13 a.m. ET on September 17. Bell clarified that the outage was not linked to a cyber attack or any deliberate operational changes.

The technical glitch impacted segments of Bell’s advanced 911 system, known as NG9-1-1, which enables the public to relay detailed emergency information to responders for improved emergency handling. The service was restored at 4:40 a.m. following the company’s identification of the root cause. Bell promptly implemented a permanent fix to prevent future occurrences.

During the disruption, the majority of calls were efficiently managed by backup systems, although traditional voice calls directed to call centers still using older technology were not received. Fortunately, no critical public safety incidents resulted from the missed calls. Bell refrained from disclosing the exact number of calls missed but emphasized its commitment to enhancing emergency calling services’ reliability and resilience.

A review of the incident revealed that initial alarms failed to activate a crisis response promptly. The response team only intervened after a separate alarm signaled a drop in incoming calls nearly 24 minutes later. Bell is investigating the alarm malfunction and has enhanced monitoring mechanisms to prevent similar issues. The company is also conducting a comprehensive system evaluation and sharing insights with industry peers.

Bell opted to redact specific details concerning the software flaw and wider system information in the publicly released report to prevent potential exploitation by hackers. The disclosure of sensitive data could pose risks to Bell Canada’s infrastructure and public safety. In Canada, 911 services are maintained by regional legacy providers, with Bell servicing Manitoba, Ontario, Quebec, and the Atlantic provinces.

Holly Barkwell from the National Emergency Number Association acknowledged the resilience of Canada’s 911 system while acknowledging occasional technological challenges. The CRTC mandated the decommissioning of all legacy 911 systems across Canada by March 31, with a recent two-year extension granted in 2025.
