MI5 is facing a new challenge with the increasing threats from foreign states such as Russia, China, and Iran, as stated by Sir Ken McCallum, the Director General of MI5. He highlighted that the security service is regularly uncovering hostile plots involving surveillance, sabotage, arson, and physical violence within the UK.
Terror investigations have surged to near-record levels, with a worrying number of children being detained last year. In a rare public briefing, the top spy chief outlined the significant risks to Britain’s national security and detailed the intelligence service’s efforts to counter these threats.
MI5 and the police have thwarted 19 advanced attack plots and intervened in numerous emerging threats since 2020. Sir Ken emphasized that MI5 is operating in a new landscape marked by a substantial increase in terror investigations, signaling a shift in the agency’s mission akin to the post-9/11 era.
The spectrum of terror threats has expanded, encompassing various extremist ideologies from Islamist groups to far-right movements. Additionally, Al Qaeda and Islamic State are regaining momentum and exploiting instability abroad for their agendas.
Sir Ken underscored that Russia, China, and Iran have amplified the state-based threats against Britain, leading to a 35% rise in individuals under investigation in the past year. State actors are adopting terror-like tactics, with MI5 uncovering schemes from foreign entities planning surveillance, sabotage, arson, and violent actions within the UK.
Notably, children accounted for a significant portion of terror-related arrests last year, with one in five of the 232 detentions involving individuals under 17, according to the MI5 chief. Concerns were raised about the online breeding grounds for terrorism and the challenges of gauging individuals’ intentions in the digital realm.
To address the issue of youths being drawn to extremist violence, plans were unveiled for the establishment of an Interventions Centre of Expertise. This center will focus on managing threats related to adolescents, mental health issues, and other complex risks.
Sir Ken also highlighted the potential threat posed by rogue AI, emphasizing the benefits and risks associated with the technology. He stressed the importance of organizations like MI5, GCHQ, and the UK’s AI Security Institute in strategizing to defend against future AI-related security challenges.
Regarding China, Sir Ken warned of the daily threat posed by Chinese spies and the need for resolute defense against such activities while also acknowledging the importance of leveraging opportunities in the UK’s relationship with Beijing.
